TENTATIVE AGREEMENT FOR 20/21 NEGOTIATIONS 


Article 4 – Evaluation and Personnel Files

  • Regular evaluations postponed to 2023.

Article 5 – Organizational Rights

  • Reassigned time for VP/Negotiator through Dec 31, 2021 using COVID relief funds.  The District has also agreed in concept to reallocating our existing union release time.

Article 7 – Pay and Allowances

  • Salary increase, effective July 1, 2021.  Currently anticipated at 5.33%. This will be paid retroactively on the August paycheck.

Article 9 – Health and Welfare Benefits

  • No change to existing health benefit cost sharing.
  • Our unit will receive $90,000 each year, representing the total waived benefits of our bargaining unit. Usage of this money is to be determined and negotiated.
  • Part-time unit members that work less than 20 hours per week, are now eligible to participate in the dental and vision plans, prorated based on FTE.  SISC currently does not allow part-time unit members that work less than 20 hours per week to enroll in the health plans.

Article 10 - Holidays

  • At least one additional holiday will be negotiated this coming year, to go into effect July 1, 2022.
  • Elimination of requirement to be in paid status the day preceding or succeeding a holiday to be paid for the holiday.  Unit members must now only be in paid status in the month that the holiday occurs.

Article 11 - Vacation

  • Vacation accrual table enhanced by one year.

  • Extension of the vacation over maximum to PTO provision to Dec 31, 2021.
  • Clarified that prorated vacation accrual is based on FTE not calendar days worked.
  • Clarified that unit members that only work on school days, can use their vacation time in place of sick leave or personal necessity.

Article 12 – Leaves of Absence

  • Medical verification of sick leave usage after 10 or more days absent, instead of the previous 5 day provision.

Article 14 – Transfer/Promotion side letter

  • Side letter modifications:  Classified recruitments will no longer only be offered to those that work inside the department where the position resides.  Instead, all Classified recruitments will be offered unit-wide.  Internal advertisement period increased from one week to two weeks.
  • Side letter in place until June 30th, 2024.

Article 16

  • Part-time unit members that are not members of CalPERS/STRS will have their sick leave converted to PTO as it is earned.  If part-time unit members in this situation become eligible for CalPERS/STRS, this PTO will be converted back to sick leave.

Article 23 – Contracting Bargaining Unit Work

  • SEIU will receive copies of STNC PAFs (Personnel Action Forms)

Article 24 – District Police

  • One time CPI adjustment of 1.3% to uniform allowances.
  • Addition of Cadet coordinator stipend of 2.5%.  At least two unit members will be in this role concurrently.

Article 25 - Parking

  • Parking fees are waived for Fall 2021.Added additional contract language to solidify current practices.

Article 26 – Term of Agreement

  • This agreement is from July 1, 2021 – June 30, 2024
  • 1st year – automatic reopeners of 7,9,10,19 – plus up to 4 additional articles per party.
  • 2nd year – automatic reopeners of 7,9 – plus up to 4 additional articles per party.
  • 3rd year – automatic reopeners of 7,9,26 – plus any number of additional articles per party.

Article 27 – General Working Conditions

  • New language covering the use of electronic security systems.
