PRESENTATION OF SEIU LOCAL 1021 CONTRACT
REOPENERS TO THE DISTRICT
FOR 2019-2020 CONTRACT NEGOTIATIONS

For 2019-2020, SEIU Local 1021 chooses to reopen the following articles:

Article 3 – Organizational Security

SEIU has an interest in revisions that reflect recent changes to both State and Federal Law.  We would like to discuss making changes to member maintenance and how it’s enforced. Lastly, we intend to make a proposal around protocol regarding third party requests of union members’ information to protect privacy of our membership. 

Article 7 – Pay and Allowances

SEIU has an interest in fair compensation.

Article 9 – Health and Welfare Benefits

SEIU has an interest in quality and affordable Health and Welfare Benefits, and for all unit members to have the opportunity to receive benefits.

Article 11 – Vacation

SEIU has an interest in reviewing and/or modifying vacation eligibility, accrual, usage, and scheduling.

Article 13 – Grievance Procedure

SEIU has an interest in reviewing and/or modifying the Grievance Procedure including Binding Arbitration.

Article 14 – Filling Vacant Positions

Discuss, clarify, establish and/or modify requirements and processes related to District reassignment, consolidation, reorganization and transfer policies and procedures

Article 16 – Fringe Benefits for Retirees

SEIU has an interest in providing an Early Retirement Incentive (ERI) for Classified Staff.

Article 24 – District Police

SEIU has an interest in changing, updating, and clarifying language within Article 24 (including aligning with California Education Code). This would include Probationary period, Evaluations, P.O.S.T. Training, Shift Assignments, Uniform Allowance, Policy Manual, Rest Periods, Workers Comp, and any other mutually agreed upon section identified by the SEIU/District Working Group.

Article 26 – Term of Agreement

SEIU is interested in updating the term of agreement.

Miscellaneous Contract Review and Clean Up:

SEIU has an interest in reviewing and cleaning up various areas of the contract, including the index and appendices, as needed and identified.
